Transylvania County Appeal System

Welcome to the electronic appeals process for Transylvania County. You may request an informal appeal with the Tax Administrator’s Office beginning January 1st through March 31st. The Board of Equalization and Review will convene no earlier than the first Monday in April and no later than the first Monday in May. Actual times and dates will be advertised in the Transylvania Times.

2021 was a Reappraisal year for Transylvania County. This means properties are valued at 100% of Market Value as of January 1, 2021. Values are determined using sales and other relevant information that occurred prior to January 1, 2021. Any changes made to a property during 2021 will be reflected on your 2022 tax bill.

§ 105-283. Uniform appraisal standards.

All property, real and personal, shall as far as practicable be appraised or valued at its true value in money. When used in this Subchapter, the words “true value” shall be interpreted as meaning market value, that is, the price estimated in terms of money at which the property would change hands between a willing and financially able buyer and a willing seller, neither being under any compulsion to buy or to sell and both having reasonable knowledge of all the uses to which the property is adapted and for which it is capable of being used. For the purpose of this section, the acquisition of an interest in land by an entity having the power of eminent domain with respect to the interest acquired shall not be considered competent evidence of the true value in money of comparable land.

Items to have available before beginning:

You should have the Parcel Number, which can be found on your Real Property Valuation Notice (not all property owners will receive a Valuation Notice in 2021, only those who have had changes to their property or property value). Please attach any supporting documentation (appraisal (prior to January 1, 2021), sales information (sales that occurred prior to January 1, 2021), photos, etc.). Documentation should be available in electronic format and stored where you can browse to them through your computer operating system. The electronic appeal form will allow you to submit up to 5 separate files as part of your appeal.

Appeals must be completed in entirety and submitted within the prescribed time. A valid daytime phone number is required in the event an appraiser needs to contact you. Required fields are indicated with an asterisk (*).

**Please note that an APPEAL of your property may result in the value being reduced, unchanged or increased.

**Please note Land Use (Farm) Value will only be displayed if you are already in that program, and if so your 2021 Tax Bill will be calculated from this value and not the market value.
